A. Project Background
Series of training for CLMV countries organized in 2010-2011 under the support of Japan-ASEAN Integration Fund (JAIF) through IAI project indicated that Quality Assurance in Cambodia, Lao PDR and Myanmar was a new development in both QA system and QA professional competencies in view of the varied background and developmental stage of QA in each country. On the other hand, universities in Vietnam have QA personnel that are more knowledgeable and experience in QA issues. QA at higher education institutions in Vietnam is well supported by various Dialogue partners and International Agencies such as World Bank, etc and the General Department of Education Testing and Accreditation under the Ministry of Education and Training was established with a well function to put up a national policy on QA implementation at university level.
Although a law on accreditation has just been established in Cambodia, the establishment of Accreditation Committee of Cambodia (ACC) in March 2003 has formulated a set of criteria to regulate legally on the quality of higher education institution. However, it is still difficult for the universities to develop the QA system because of the lack of QA personnel. Therefore, to assist and prepare the universities to be able to improve and be recognized among ASEAN universities, it is a clear need to be supported in QA personnel development.
Lao PDR :
Lao PDR is experiencing problems in implementing Internal Quality Assurance. There is no National Quality Assurance Agency but the Ministry of Education has set up “Educational Standard and Quality Assurance Center” to promote the QA issue. Although the National University of Lao has established a “QA office” to promote and regulate quality of education, however, they faced several obstacles due to the lack of resources, lack of understanding of quality assurance concept, motivation, and quality culture. It is clear that for QA implementation to be effective, Lao PDR needs not only capacity building but also both policy support and resource. The proposal would have an important progression from the earlier workshops to take on these challenges.
Currently, there is no such National Quality Assurance Agency/Authority to regulate and ensure the quality of higher education programmes or institutions. Myanmar Maritime University which hosted the IAI workshop in August 2011 considers the QA system to be a very important step towards recognition at national, regional and international level. Myanmar Maritime University is the only university that has established the Quality Management System and certified to ISO 9001 standard in 2007-2010. The university also aims to develop further alignment of its QA system with AUN-QA System. Even though the other participating universities have realized the importance of QA in higher education, they are also interested in establishing QA system at their universities. Therefore, in order to assist the universities in Myanmar, it is essential to build on the earlier training workshop and progressively equipping their personnel with the capacity and capability to establish their QA system successfully in the near future.
Proposed outputs of the project shall be:
1. A network of QA personnel who have adequate understanding of QA
2. Series of workshops/training organized in CLM countries from participated CQOs
3. The establishment of an AUN-QA network in the ASEAN region
Objective and success criteria
The project aims to :
1. Enhance and strengthen the knowledge on QA system implementation and management particularly based on AUN-QA system
2. Build up qualified University QA personnel team in CLM countries
3. Establish QA system to leverage the quality of education management in CLM countries
4. Assist University QA personnel team to conduct and prepare Self-Assessment Report (SAR) at programme level
B. Success Indicators
The success criteria will set the qualitative standards for successful achievement. These criteria will enable the measurement of the extent of project success. Such measurement will enable the evaluation of the project in terms of the purpose for which it was formulated.

As to assess level of understanding and knowledge on QA after attending each training, participants are required to submit the complete assignment designed and prepared by the AUN-QA expert team in cooperation with AUN Secretariat.
Besides, trainees have to present their future QA implementation plans on the last day of the training. The QA implementation plan has to include 2 main parts, which are, 1) a plan to prepare Self Assessment Report (SAR) and 2) a plan to carry out and implement a self-assessment at their own home institution at programme level.
Timeline of Project Execution
Each workshop will last for 4 days and be led by voluntary AUN-QA expert team of ASEAN-6 country.
The first training
During the first period of the workshop, participants, under the supervision of the workshop facilitators, will do an exercise on the checklist on the programme level according to criteria and instruction listed in both the Guidelines and the Manual. The checklist is to assess understanding of the attendees on the QA system, with the utmost objective of having participants being able to perform a self-assessment on QA on their own.
The second training
During the second training, the participants, under the guidance of the trainers, will learn how to conduct the desktop assessment and have hands-on experience on how to proceed with the interview session by utilising the mock assessment.
