Since 2000, ASEAN University Network (AUN) has been highlighting the importance of higher education cooperation particularly of “Quality Education toward Quality Assurance” in the ASEAN region. With the collaboration and technical assistance from the European Union (EU), German Academic Exchange Services (DAAD), German Rectors Conference (HRK), European Association for Quality Assurance in Higher Education (ENQA), AUN Quality Assurance (AUN-QA) system has been developed and successfully implemented, receiving recognition not only in ASEAN and Asia but also in East Africa and Europe as well. This system started with the quality assessment at “Programme Level” to ensure the development and production of high quality graduates in the ASEAN region particularly in the professional disciplines under the Mutual Recognition Agreement (MRA) to mobilize qualified workforce across the region to support ASEAN Community Building.
Up until now, the AUN-QA System has been utilized in more than 40 assessments in the ASEAN region. With this regard, AUN-QA also actively collaborates with other partners in the region such as ASEAN Quality Assurance Network (AQAN) and SEAMEO Regional Centre for Higher Education and Development (SEAMEO-RIHED) through the signing of “Tripartite Partnership Statement” in order to improve and strengthen closer collaboration in Quality Assurance for the higher education field. With these successes, AUN-QA realized there’s a need to go a step further by developing an “Institutional Quality Assurance” in the ASEAN region. The rationale behind this move is due to the fact that most of the higher education institutions in the region have achieved their respective national quality assurance system and therefore the time is ripe to move beyond the national system and integrate into the regional standard.
With strong and active international collaborations among various partners, AUN-QA Network is fully committed to the continuous development of the Guidelines and Manuals for Institutional Quality Assurance in responding to the needs of ASEAN higher education institutions. With the pressure of a globalized world and limited resources, it is necessary to utilize available knowledge and best practices through the sharing of lesson learned and experiences among partners to fasten the process with minimal means.
